Employer Representative Team
Employer representatives offer professional and technical assistance regarding benefit coverage and plan design. Team members travel throughout the state to meet with governing bodies and decision-makers who are considering joining VRS or changing their employee benefit plans. Employer representatives also host forums where employers learn of new VRS initiatives, provide feedback and network with others. VRS third-party administrators often participate in these forums.
Employer Representative Program Manager
Susan Keith is the VRS Employer Representative Program Manager. Susan joined VRS in 2000 as a retirement advisor and was promoted to lead retirement advisor. In 2002, she helped establish the Employer Representative Team. She spent more than 13 years in private-sector finance before coming to VRS. Susan is a graduate of Rhode Island College.
Employer Coverage Coordinator
ZaeAnne Sferra is the VRS Employer Coverage Coordinator. ZaeAnne joined VRS in October 2008 as a Compliance Officer Assistant and then became a Member Counseling Specialist. Prior to joining VRS, she worked with Ameriprise Financial Services as a Planning Assistant where she assisted in personal financial planning for investments, tax management strategies, as well as retirement. ZaeAnne graduated from the Virginia Commonwealth University with a B.S. in Finance.
Political Subdivision Representatives
Rohn Brown is employer representative for Virginia’s political subdivisions. In his 20 years with state and local government, Rohn has held positions in public affairs, technical assistance and education. Rohn earned a B.S. in Business Administration from Longwood University and a M.Ed. in Counselor Education from the University of Virginia.
Marie Daniels is the employer representative for Virginia’s political subdivisions. Marie has held a variety of positions with VRS, including Call Center Director and Senior Products and Services Trainer. Prior to joining VRS, Marie worked in the private sector and has experience in marketing, customer service and broadcast journalism. Marie earned her bachelor’s degree in Business Administration from Averett University.
School Division Representatives
Carolyn Newton is employer representative for Virginia’s school divisions. She joined VRS in 1998 as a member counselor. She has held other positions at VRS, including service retirement analyst and membership specialist. Before coming to VRS, Carolyn worked for more than 10 years in the private sector, holding managerial positions in finance and marketing.
Gwyn Ciemniecki is employer representative for Virginia’s school divisions. Prior to joining VRS, Gwyn worked in human resources with school divisions in the areas of staffing, employee relations and benefits administration. Before moving into human resources, Gwyn was a middle school science teacher. She earned her undergraduate degree from James Madison University and her Master's in Education from the College of William and Mary. She also holds the professional certification of Senior Professional in Human Resources.
State Agency Representative
Andrew Feagans is the VRS employer representative for Virginia’s state agencies, colleges, and universities. Andy has experience as a product and services trainer and a senior member counselor at VRS. Prior to his service with VRS, he worked for the Virginia Department of Medical Assistance Services as a marketing and outreach liaison for the Virginia child health insurance programs. Andrew graduated from Virginia Commonwealth University with a B.A. in History.
