Health Insurance Benefit for State Retirees
Retired state employees are eligible to participate in the State Retiree
Health Benefits Program administrated by the Department of Human Resource
Management (DHRM). VRS deducts the health insurance premiums from your
monthly retirement benefit payment. If your benefit is not sufficient to
cover the insurance deduction, you are billed directly by your health insurance
carrier. You must apply for the State Retiree Health Benefits Program within
31 days of your last day of employment. To apply, complete the State

If you are enrolled in the COVA Care program, you are no longer required to select a primary care physician. However, you must seek care from physicians and facilities that are in the Virginia provider network or participate in the Anthem Blue Card PPO network outside the state.
If you are enrolled in Kaiser Permanente, the Health Maintenance Organization (HMO) offered in Northern Virginia, you must select a primary care physician (PCP) in order to receive the maximum benefit allowance from the plan. If you do not select a PCP, you may receive a lower benefit or no benefit.
