In accordance with Item 4-0.01 of Chapter 1283 of the 2020 Acts of Assembly and Item 4-0.01 of Chapter 1289 of the 2020 Acts of Assembly, if the Virginia Retirement System (VRS) Board of Trustees (Board) or one of its committees holds a remote meeting to conduct regular business during a declared state of emergencyunder § 44-146.17,the Board or committee will provide an opportunity for members of the public to address the bodyat its meeting, as appropriate, during a public comment portion of the meeting. The VRS Board and its committees do not accept public comment during meetings except those referenced above that are held to conduct regular business without a physical quorum present during a declared state of emergencyunder § 44- 146.17.
Requests to address the Board or one of its committees during the public comment portion of the meeting must be submitted to VRS at least one business dayin advance of the meeting to the staff contact noted in the meeting notice. In honoring requests to provide public comment, the Board or committee will limit such comments to three minutes for each speaker at the discretion of the Board chairperson or committee chairperson. The public comment period shall not exceed fifteen minutes and will take place at the beginning of the meeting.
The Board or committee chairperson may, in his or her discretion, extend the public comment portion of the meeting, adjust the order of speakers, or take other reasonable measures to ensure that the Board or committee hears multiple views on any matter presented to the Board or committee.
Members of the public may address the Board during the public comment portion of the meeting concerning matters on the Board’s or committee’s published agenda and any matters added to the agenda during the meeting by the Board or committee.
Requests to address the Board or one of its committees during the public comment portion of the meeting shall include the subject to be discussed and the name of the speaker. Speakers will be encouraged to provide an advance written copy of their comments or other materials summarizing their views.
